PURPOSE:
The Architectural Review Board was established pursuant to Southampton Town Code, Article XIX. They are responsible for reviewing Building Division applications for all residential structures and accessory buildings, fences and additions to existing structures, and giving approval to those applications which meet the standards of the Architectural Review Board and the criteria in the Town Code; reviewing new commercial sites and submitting advisory reports to the Town Planning Board, and recording all actions of the Architectural Review Board and making this information available to the public.

PURPOSE:
The legal authority of the Assessment Board of Review is found in Article 5 Title 1-A of the Assessment Real Property Tax Law. The Board of Assessment Review is charged with reviewing and adjudicating all complaints received on real property assessment. It is the function of the Board to make an independent judgment on the evidence presented and rule on the validity of the assessment in question.
The Board of Review members must receive training from the Office of Real Property Services before serving on the Board.
MEETINGS:
The Board meets on Grievance Day, which is held on the third Tuesday in May. They meet periodically in June to resolve all grievance complaints that were filed during the grievance period. The Board has until mid-September to sign off on any corrections that need to be made to the final roll.

PURPOSE:
The Southampton Town Conservation Board recommends protective conservation measures to Town regulatory boards, federal, state, and county agencies and the general public. The Board also, with staff assistance, reviews, negotiates, and approves wetland permits for the Town.
The seven board members visit hundreds of sites annually which have been proposed for development. These visits become the basis for making conservation recommendations. This Board also advises the public on general conservation issues and land management, as well as the interpretation and application of various federal, state and local regulations.
The principal focus of the Conservation Board is regulating fresh, tidal, and brackish wetlands, pursuant to Chapter 325 of the Town Code, effective August 13, 1993. The permit process involves wetland identification, landowner education, assessment of impact, and costs, development of alternative layouts or designs, mitigation and achieving land owner satisfaction. No two permits are alike in their time demands.
Acting in an advisory capacity, the Conservation Board also conducts environmental impact analysis and reviews and recommends mitigative action for a wide range of applications that have been referred to the Board from the Planning Division, Building and Zoning Division and the Town Trustees. Conservation protection measures are recommended for these sites to ensure that water quality, wildlife habitat and natural open space are adequately preserved.

PURPOSE:
The Town of Southampton Board of Ethics was established pursuant to General Municipal Law Section 808. The Board of Ethics is comprised of seven (7) members who serve for stated terms and receive no salary or compensation for their services as members.
The Board of Ethics may render advisory opinions to town officers and employees with respect to the Code of Ethics. The Board of Ethics makes recommendations with respect to amendments to the Code of Ethics. The Board of Ethics receives and investigates all complaints alleging violation of the Code of Ethics upon written request of any individual or on the Board's initiative.
The Board of Ethics has the power and authority to render reports and recommendations to the Town Board for appropriate action regarding conflicts of interest in violation of the Code of Ethics and/or General Municipal Law. The Board of Ethics acts as the repository of completed disclosure forms required to be filed pursuant to Chapter 23 of the Town Code.
The proper administration of government requires town officers and employees, whether elected or appointed, paid or unpaid and/or serving as a member of any administrative board, commission or other agency, to act fairly, impartially and without taint of conflict of interest in fulfilling their public responsibilities. It is the purpose of the Board of Ethics to enforce the Code of Ethics which provides standards of conduct, in addition to those set forth in Article 18 of the General Municipal Law, to assist town officers and employees in discharging their duties in a proper and ethical manner and to provide for annual disclosure and transactional disclosure by elected officials, certain local political officials and applicants in order to ensure impartiality and fairness in the administration of local government.

PURPOSE:
The Southampton Housing Authority is to enhance the Southampton Community by creating and sustaining decent, safe and affordable living environments that foster stability and self-sufficiency for people with lower incomes. Southampton Housing Authority provides decent and affordable housing in a safe secure living environment for low and moderate-income residents throughout the Town of Southampton. Southampton Housing Authority also administers the section 8 leased housing program in rental apartments.

The Town Landmarks and Historic Districts Board (the "Board") consists of nine Town residents appointed by the Town Board with experience in architecture, architectural history, archaeology, local history, law, historic preservation and/or real estate. All Board members have demonstrated significant interest in and commitment to historic preservation and have interests in historic, cultural and architectural development within the Town of Southampton. Board members serve a three-year term and may serve for more than one term. The Town Board annually selects the Chairperson; The Board has also designated a Vice Chairperson and Secretary.
The official Duties and Responsibilities of the Landmarks and Historic Districts Board include:
- Conducting surveys of significant historic, architectural and cultural landmarks and historic districts within the Town;
- Recommending designation of significant historic, architectural and cultural landmarks and the establishment of historic districts to the Town Board;
- Increasing public awareness of the value of historic, cultural and architectural preservation by developing, implementing and participating in public education programs;
- Making recommendations to the Town Board concerning the donation or acquisition of facade easements, development rights or other interests in real property;
- Making recommendations to the Town Board concerning the utilization of state or private funds to promote the preservation of landmarks and historic districts within the Town;
- Recommending acquisition of a landmark structure to the Town Board where the structure’s preservation is essential and where private preservation is not feasible;
- Making recommendations to the Town Board regarding staff and professional consultants necessary to assist the Board;
- Engaging in opportunities for professional development; and
- Approving or disapproving applications for Certificates of Appropriateness.
In addition to the official responsibilities, the Board also reviews demolition permit applications (for structures older than 75 years) submitted through the Town Building Department and also reviews and comments on subdivision applications and other proposed development when requested by the Town Planning Department or Zoning Board of Appeals. A Cultural Resources Sub-Committee of the Board has also been established to provide review and input for archaeological surveys submitted to the Town.

PURPOSE:
The Licensing Review Board was established pursuant to Southampton Town Code, Section 143 and is responsible for approving, denying, issuing, revoking or suspending the licenses of Home Improvement Contractors, Electricians and Plumbers; hearing and determining any complaint or grievance that comes before the Board; processing all new or renewal applications; processing all complaints (with the exception of the Village of Westhampton Beach); and maintaining current computer listings of licensed contractors and sending monthly updates to incorporated villages within the Town of Southampton and to appropriate departments within Town Hall.

PURPOSE:
The Town of Southampton Public Safety Commission was established by Local Law 3 of 2009 on February 10, 2009 by amending Chapter 19 of the Code of the Town of Southampton. The Commission is charged with hearing appeals and rendering decisions related to the denial of a Special Event or Parade permit application, or rescission of a permit, by the Chief Fire Marshal or the Chief of Police.
On May 26, 2009, by amending Chapter 19 (Local Law 21 of 2009) the Town Board granted additional authority to the Public Safety Commission to hear appeals and render decisions relating to the denial of an Outdoor Sidewalk Dining application, or the rescission of an Outdoor Sidewalk Dining license.
On April 13, 2010, by amending Chapter 19 (Local Law 11 of 2010) the Town Board granted additional authority to the Public Safety Commission to hear appeals and render decisions relating to the denial or rescission of Facilities Use and Alcohol Beverage Permits.
On October 26, 2010, by adopting Local Law 34 of 2010, the Town Board granted additional authority to the Public Safety Commission to hear appeals and render decisions relating to false Police and Fire Alarm fees.
On November 30, 2010, by adopting Local Law 37 of 2010, the Town Board granted additional authority to the Public Safety Commission to hear appeals and render decisions relating to the denial or rescission of Commercial Animal Enterprise permits.
On April 26, 2011, by adopting Local Law 11 of 2011, the Town Board granted additional authority to the Public Safety Commission to hear appeals and render decisions relating to the denial or rescission of Temporary Farmstand permits.

PURPOSE:
The Planning Board was established pursuant to New York State Town Law Article 16, Section 271. The Southampton Town Planning Board is authorized to review land use development applications to ensure that proposed activities are compatible with the Town's Comprehensive Plan in conformance with the Town Code and Regulations.The development review functions of the Town Planning Board include major and minor subdivisions, lot line modifications, site plan review, special exception permits and old filed map review.
The Planning Board proposes and recommends modifications to the Town's Comprehensive Plan to provide for the improvement of the Town, future growth, protection of natural resources, and to provide adequate facilities for housing, transportation, distribution, comfort, convenience, public health, safety and general welfare of the residents; provides advisory reports on proposed zoning changes; reviews specific matters which have been referred by the Town Board; and issues Fresh Water Wetlands permits pursuant to subdivision review.
