The Intermodal Transportation Divsion was created by the Town Board in December 2004. This office is a division within the Department of Land Management and is involved in three primary areas of responsibility. Thomas F. Neely, Director of Public Transportation and Traffic Safety, heads the office.

The Intermodal Transportation Division coordinates the activities of the Southampton Town Transportation Commission. The division head for this office serves as the Executive Director of the Commission The Transportation Commission consists of 11 members of the community appointed by the Town Board. The Commission is charged with advising the Town Board on transportation related matters, including the'Transportation Elements' portion of the Town Comprehensive Plan.

Currently the Commissions' primary focus is on the renovation of County Rd. 39, working closely with the Town Board and Suffolk County. The Commission is also pursuing access management issues related to CR. 39 that are under the jurisdiction of the Town.(Two draft documents relating to the Towns' concepts for CR 39 can be accessed on the Town Website under Town of Southampton Comprehensive Plan Transportation Element & the County Road 39 Simulation .)

As the work on CR 39 progresses, the Commission will undertake the task of reviewing and advancing recommendations presented in the Town "Transportation Elements Plan", which is the 2004 update to the 1999 Town Comprehensive Plan. (This document can be accessed on the Town website under Town of Southampton Comprehensive Plan Transportation Element.)

The Intermodal Transportation Divsion also handles Town matters relating to Public Transportation and Traffic Safety. The responsibilities involved in the transportation sector include reccomendations to the Town Board another Land Management Divisions on various transportation topics; coordination and support of community transportation services run by the Town Department of Human Services, as well as advocating for improved public transportation programs that are beyond the direct control of the Town. This advocacy effort occurs on both a Town and regional basis and involves working with both the private sector as well as elected officials and agencies at the County, State and Federal level that are involved in providing or funding transportation services.

Some of the agencies that the Town works with include Suffolk County Transit and Department of Public Works; NYS DOT; New York Metropolitan Transportation Council (NYMTC); and the MTA/Long Island Rail Road. Much of the regional planning and advocacy effort is coordinated through the East End Transportation Council (EETC) which is an advisory body to the East End Supervisors and Mayors Association (EES&MA).

The third area of primary responsibility for this division is Traffic Safety. This involves non emergency functions such as the evaluations of future traffic safety needs, including the installation of various traffic calming measures and traffic control devices; review of speed limits on select roads; local regulation of the Taxi industry; and parking issues as they relate to safety and transportation matters. The Town is in the process of hiring a full time engineer to assist in these evaluations. This function entails a close working relationship with Suffolk County DPW and New York State DOT, as well as others in the Town Department of Land Management; the Highway Department; and the Public Safety and Police Departments.

All of these functions entail public outreach either as part of a formal program such as the S.E.E.D.S. (Sustainable Development) study or Hamlet study, or simply through informal meetings with community groups or individuals.
