The Division of General Services strives to provide innovative solutions in the delivery of essential support services, thereby enabling our departments to concentrate on their primary missions.
The Department of Business Management oversees the following divisions and cost centers:
- General Services
- Human Resources
- Workplace Policy and Compliance
- E/G Channel Administration
Special projects are also assigned to the Department of Business Management by the Town Board.
Grants administration is a component of the Town's Department of General Services. The responsibility for long range planning and funding appropriation, and assisting departmental administrators with project implemetation of funded initiatives is coordinated through Business Management Department/General Services. All projects funded in part by grant awards are provided with fiscal oversight by the Department of General Services to ensure compliance with grant award implementation requirements by implementing procedures to authorize Town departments and divisions to proceed with funded projects; monitor projects through implementation; prepare contractual status reports; and perform project closeout for funding reimbursement. The grants administration function shall also coordinate with the Finance Department on a regular basis to provide status reports for grants supporting the Operating and Capital Budgets.
The Business Management departmental administrator shall provide direction and leadership for coordination among departments on major technology initiatives, upon request of the Town Board and/or the Information Technology Department. The intent is to ensure the flow of information and transfer of institutional knowledge and coordinated implementation. Building on the numerous successes of the Town Management Services Administrator, the evolution of information technology upgrades and staffing support shall be continued, with concerted efforts to ensure day-to-day operations to remain under the management of the Information Technology department head.
General Services contracts for certain goods and services in furtherance of the department's mission and projects; provides diversified support services; administers and oversees the Town's applications for State, Federal, and other grants or forms of aid available to municipalities; coordinates with the Town's risk management professionals to conduct periodic reviews of the Town's insurance policies; supervises personnel matters, including assisting departments in recruitment; acts as the Town's designated member to the Labor-Management Committee and the Salary Committee; oversees Workplace Policy and Compliance initiatives; drafts, revises, and analyzes Town-wide policies and procedures in response to requests from the Town Board; provides special project analysis and support services; works with the Town Comptroller and selected consultants to analyze, correct, and improve the Town's financial and audit systems; works with the Town Attorney's office and Town Planning Department to administer and oversee the Town's contracts with cellular carriers for placement of cellular equipment on Town property; oversees the management of the Poxabogue Golf Course and restaurant on behalf of the Town and co-owner Town of East Hampton; and undertakes such other powers and duties as may be prescribed, modified, and revoked from time to time by the Town Board.
- Work with the Labor/Management Committee to promote a positive work environment. Continue to work with the Supervisor and Town Attorney on collective bargaining agreements and other labor/management matters, coordinating with outside labor counsel as necessary.
- Continue to work with the Town Comptroller and the Town's Audit Committee on tasks associated with correcting and improving the Town's financial and audit control systems.
- Continue to work with Land Management and the Town of Southampton Housing Authority to reconfigure the Town's housing and community development offices, and to move the TSHA forward toward financial independence.
- Complete the transition of the Town's Section 8 Housing Choice Voucher program to the oversight of a qualified Local Administrator.
- Re-evaluate insurance policies, including workers' compensation policies. Complete study of alternative health insurance and workers compensation insurance provision for Town, similar to analysis undertaken by Suffolk County.
- Work with Town Comptroller to implement purchasing policies and procedures within Town divisions and departments, including exploring the feasibility of green purchasing, e-procurement, and collective purchasing arrangements with other municipalities. Explore cooperative involvement among East End Towns, Villages, and School Districts with Eastern Suffolk BOCES with its e-procurement program. A priority to purchase "green" products is identified which will be facilitated through aggregate purchasing to promote cost savings to taxpayers.
- Coordinate necessary safety improvements at Poxabogue Golf Course. Initiate and arrange comprehensive audit of finances of golf course and restaurant. Work with golf course management company to establish new food service contract.
- Work with the Town Engineer and the Town Facilities Renovation Committee to reallocate available space within Town Hall. Assist as determined to be necessary by the Town Board or Town Engineer with administration of other Facilities Renovation Committee projects, including but not limited to purchase and installation of Town Hall heat system. The heat system project is under the auspices of the Town Engineer.
- Oversee Fleet Management, GPS, and implementation of hybrid vehicle purchases. Work with Engineering Department to develop Fleet Management and gas/service tracking system, as per independent auditor recommendations in Management Letters over the past few years.
- Serve as the coordinator for grants management and ensure communication with the Comptroller's Office with periodic status reports. Administer over 30 active grants, prepare applications for new funding through use of consultants. Ensure division, department, and non-profit partner compliance with all granting agency requirements. Interact with grant agencies. Process grant funding reimbursement.
- Provide support to SEA-TV to develop and generate alternative methods for revenue generation for program, including program sponsorship program. Assist the E/G Channel Administrator as necessary with staff support services.
- Provide oversight of historic restoration of King House, Hampton Bays, ensuring compliance with all procurement and labor law requirements, as well as CPF stewardship requirements. Coordinate with Hampton Bays Historical Society, CPF Manager, and Parks Superintendent as necessary.
- Manage special projects as needed, including contract establishment and/or evaluation, as necessary.
- Provide direction and leadership for coordination among departments on major technology initiatives, upon request of the Town Board and/or the Information Technology Department.
- Work with the Supervisor, Town Engineer, Town Maintenance Supervisor, and other Town divisions and departments to develop a facilities management plan.
