Star Enhanced Changes Beginning 2019/2020
Recent changes to Real Property Tax Legislation, now require any property owner who receives the STAR Enhanced Exemption to enroll in the Mandatory Income Verification Program (IVP).
What is the Income Verification Program (IVP)?
- The IVP allows the New York State Dept. of Taxation & Finance to verify your annual income to see if you continue to qualify for the STAR Enhanced Exemption rather than renew the exemption each year with the Assessor’s Office.
How will this affect you?
- If you are already receiving the STAR Enhanced Exemption on your local tax bill, the Assessor’s Office will notify you in November that you must renew your exemption and complete the IVP form, if you have not elected to do so in the past. Once you return the renewal application along with the requested forms, the Assessor’s Office will transmit your information to the NYS Dept. of T & F. In the future, you will no longer be required to provide your annual income to the Assessor.
- If you are also receiving the Senior Citizen Exemption, you will be required to complete forms RP-467 Rnw, in addition to the STAR Enhanced RP-425 Rnw and RP-425 IVP.
- If you are currently receiving a Basic STAR Exemption and would like to apply for the STAR Enhanced, you will need to complete the application for the STAR Enhanced, RP-425 E, along with the RP-425 IVP form.
If you will be applying for the STAR for the first time for the 2019/2020 tax year, you must register with the NYS Dept. of T & F on their website at www.tax.ny.gov/star/ to apply for the STAR credit.
