During a recent Community Choice Aggregation (CCA) webinar hosted by East Hampton, Brad Tito from New York State Energy Research and Development Authority (NYSERDA) stated that, CCA is the single biggest action a municipality can take to achieve local energy goals and reduce greenhouse gas emissions. These outcomes are consistent with Southampton Town’s goal of sourcing 100% of its electricity from renewables by 2025 and aligns with NY State energy targets. The Southampton Town Board unanimously adopted the CCA enabling legislation in February 2019 after the Sustainability Committee produced letters from 350 constituents and dozens of residents showed up at the public hearings to speak in favor of launching a CCA program.
In May 2020 the impact of public support was again emphasized when 1000 signatures were added to a Letter of Support asking the LIPA Board to vote in favor of a CCA Tariff, which would authorize CCA Programs to exist on Long Island.

LIPA’s CCA Tariff requires any company (other than themselves) who provides Power Supply as part of a CCA program to comply with the terms of LIPA’s LI Choice program. While technically accurate, LIPA’s explanation of the LI Choice program defies understanding. LIPA subject matter experts explained the LI Choice program this way.
Over 10 years ago, the organization that manages New York’s bulk power system and administers the state’s competitive wholesale electricity markets required LIPA to generate a portion of the electricity it needed on-island. The LIPA representatives intimated this requirement is at the core of the LI Choice program’s complicated accounting. The energy market has changed over ten years. The LI Choice pricing structure does not appear to reflect that change and severely limits the feasibility of CCA on Long Island.
